PALM BAY – On Thursday, December 13, 2018, the Brevard County Sheriff Office received a call in reference to a reckless driver in the area of Valkaria Rd and US Highway 1 in Grant. The caller advised the vehicle was a gray and gave the license plate number.
They stated that the driver was all over the roadway, traveling at a high rate of speed, and appeared to be driving impaired. The caller added that it was a white female who appeared to be having trouble keeping her eyes open.
While in route to the area the responding law enforcement officer observed a silver four-door vehicle traveling westbound on Valkaria Road that matched the description and tag reported.
The officer witnessed as the vehicle left the roadway onto the grass shoulder without slowing. The vehicle then re-entered the roadway directly in front of a red SUV traveling in the same direction, the affidavit stated.
The vehicle was pulled over by the officer near Valkaria Rd. and Adkins Avenue. The driver was identified as Fiona McHugh, of Palm Bay.
“While speaking with Ms. McHugh she spoke with a slurred speech, her eyes were constricted, and she appeared lethargic,” the officer stated in reports. “I asked Ms. McHugh to step out of the vehicle, and I began a DUI Investigation,” he added.
The officer found that McHugh did not perform the field sobriety exercises to standard. During a search of McHugh, she admitted to having heroin near her vagina. She removed a baggie from the front of her pants with a brown powder inside, that tested positive as heroin.
Upon an inventory of her vehicle, a syringe with a clear liquid inside was located, it also tested positive for heroin. In addition, a small folded piece of paper was located with several white “rock” like chunks that tested positive as cocaine.
All of these items were located in a purse which contained McHugh’s personal belongings including a wallet with her bank cards.
McHugh was transported to the Melbourne Police Department for a urine sample, and a breath test, however, refused once she arrived.
McHugh, 39, was charged with Driving Under the Influence, Possession of Drug Paraphernalia, Possession of a Controlled Substance without a Prescription, Possession of Cocaine and cited for Careless Driving.
She was turned over to the Brevard County Jail where she was held on a $5,500 bond.
