MELBOURNE, Florida – A 41-year-old man was charged with animal cruelty after he dragged a dog behind a pickup truck, according to the Melbourne Police Department.

A witness saw Jean Alcee, of Melbourne, dragging a brown dog near Williams Street. The witness then honked her horn and waived the driver down to stop the truck, the report said.

Alcee then picked up the dog and threw it into the back of the truck before driving away. The truck’s license plate number was reported to police.

The witness said the dog was dragged behind the truck for about 1/2 mile at approximately 45 mph before the driver stopped.

Melbourne police conducted a traffic stop on the truck. Alcee was driving with a suspended license after three prior suspensions.

The dog had severe injuries.

“There was a significant amount of blood in the bed of the truck as well as on the roadway where the dog was being dragged. Furthermore, the dog’s injuries were so severe, its bones could be seen through the open wounds on its legs,” the officer said.

Alcee was arrested and charged with Animal Cruelty-Felony-Cause Cruel Death Pain & Suffering.

He is being held at the Brevard County Jail where bond was set at $4,000.
